Expands the definition of "tavern" to include wine alongside beer, defining taverns as establishments with special space and accommodation for sale of beer and wine in single servings for on-premises consumption.

Amends § 513 to allow tavern operators to obtain licenses to purchase, receive, keep, and sell both beer and wine (previously beer only) from importers.

Requires that all beer and wine sold under tavern licenses must be consumed on the premises where sold.
