Repeals House Bill 204 (enacted in 2018) and restores pre-2018 bail and pretrial release provisions in Delaware Code Title 11.

Reestablishes monetary bail requirements and secured bonds as primary pretrial release mechanisms, reversing HB 204's emphasis on nonmonetary conditions and personal recognizance.

Reinstates presumption of cash-only bonds for defendants charged with violent felonies involving firearms or committed while on probation or pretrial release.

Restores provisions allowing courts to revoke bail and require detention for defendants released on bail who are subsequently charged with violent felonies during their pretrial period.

Makes technical corrections to align statutory language with Delaware Legislative Drafting Manual standards while returning to pre-HB 204 bail procedures and criminal defendant release standards.
