Changes the ownership/residency requirement date for lot rental assistance eligibility from July 1, 2006 to July 1, 2009 for homeowners or tenants in manufactured home communities.

Clarifies that "household income" in the eligibility criteria includes income of all occupants and tenants of the manufactured home, not just the applicant.

Maintains existing eligibility requirements: applicant must be 62+ years old or receive SSD/SSI benefits, reside full-time in the home, have household income not exceeding 40% of county median income, and have total liquid assets not exceeding $50,000.

Specifies that lot rent must exceed 30% of 40% of the county median income (excluding utilities and service rider charges) to qualify for assistance.

Requires applicants to provide documentation such as bank records, eligibility letters, tax returns, and brokerage statements, and maintain compliance with all manufactured home community rules and regulations.
