Grants full-practice authority and prescriptive authority to APRNs upon licensure, eliminating the requirement to obtain independent practice status separately.

Removes the mandatory collaborative agreement requirement for APRN licensure, though employers and healthcare organizations may still require one.

Restructures the APRN Committee to consist of 9 advanced practice registered nurses (2 certified nurse practitioners, 2 certified registered nurse anesthetists, 2 certified nurse midwives, 2 clinical nurse specialists, and 1 at-large member) instead of the previous mixed composition.

Aligns Delaware's APRN regulations with the APRN Compact and national standards by updating definitions of "APRN" and "full practice authority" to remove barriers and improve access to care.

Changes the disciplinary hearing notice requirement from 30 days to 20 days before the scheduled hearing date.
