Expands acceptable educational accreditation for professional engineers to include programs accredited by signatories to the Washington Accord, in addition to ABET-accredited programs.

Adds new comity pathways for licensure including recognition of NCEES Council Records, International Professional Engineer (IntPE) registrants, and "Model Law Engineer" designees, while removing a 10-year experience requirement option.

Reduces continuous experience requirement for comity applicants from 10 years to 5 years, with restrictions on disciplinary history and adds consideration of disciplinary actions taken by other jurisdictions.

Permits temporary permits valid for 60 days (extendable to 120 days) for out-of-state engineers not residing or employed full-time in Delaware, contingent on concurrent full licensure application.

Modernizes seal requirements to allow embossing, rubber stamp, or digital formats (previously embossing only) and establishes 6-month deadline for new licensees to submit proof of their Delaware seal.
