Automatically registers state election voters to vote in municipal elections if they are residents of a municipality.

Requires all municipalities to use the State's Voter Registration System as the source for resident voter lists and enter into a written agreement with the Department of Elections.

Limits municipal durational residency requirements to a maximum of 30 days.

Permits municipalities to maintain separate voter registration systems only for nonresident voters who are eligible to vote in their elections.

Sets voter registration deadline at no more than 30 days before scheduled municipal elections, with identification requirements including driver's licenses, utility bills, leases, and other common proof of identity and address documents.
