Extends the reimbursement period for police training costs from 2 years to 4 years when a trained officer moves to a new employer.

Changes reimbursement amounts from a percentage-based system to fixed dollar amounts: $40,000 in year one, $30,000 in year two, $20,000 in year three, and $10,000 in year four.

Expands the definition of reimbursable training expenses to include employment benefits, testing, medical testing, and ammunition required for police academy attendance.

Applies to municipalities, governmental units, the University of Delaware, and Delaware State University that hire police officers who completed mandatory training within the preceding 4 years.
