Legalizes possession of up to 1 ounce of marijuana (with no more than 5 grams of concentrate) for adults 21 and older, while prohibiting public consumption, use in vehicles, and personal cultivation

Establishes a Marijuana Commissioner and licensing system with four license types: retail stores, cultivation facilities, product manufacturing facilities, and testing facilities, with a 15% retail sales tax on marijuana products

Creates social equity and microbusiness license categories with reduced fees (40% of standard rates) for residents of disproportionately impacted areas or those with prior marijuana convictions, plus a Social Equity Fund for loans and grants

Requires labor peace agreements for open license applicants, child-resistant packaging, potency limits of 10mg THC per serving, and prohibits sales on certain holidays with restricted hours similar to alcohol regulations

Allows mandatory expungement of prior marijuana possession and paraphernalia convictions for individuals without violent felony convictions
