Amends § 1245 of Title 11 to clarify that individuals who are the subject of false reports are considered victims entitled to restitution and Victims' Bill of Rights protections.

Establishes mandatory sentencing requirements for falsely reporting an incident convictions, including a fine of not less than $500 or, for false abduction reports, not less than $1,000 (which cannot be suspended), a minimum of 100 hours of community service, and reimbursement to the State or responding agencies for investigation and response expenses.

Increases penalty from class A misdemeanor to class G felony for repeat violations of false reporting statutes.

Adds special restitution requirement for convictions under § 1245(a)(3)a through (a)(3)c, requiring payment to individuals who are subjects of false reports.

Updates § 6638 of Title 16 to correct internal references to § 1245 and makes technical corrections to conform to Delaware Legislative Drafting Manual standards.
