Creates a special "Autism Awareness and Acceptance" registration plate available to owners of private passenger vehicles and motor vehicles with a manufacturer's gross vehicle weight rating of 26,000 pounds or less.

Requires a one-time fee of $50 upon initial application, which includes a $15 administrative fee, in addition to annual registration fees; replacement plates have a fee set by the Division of Motor Vehicles.

Directs the $15 administrative fee to a special fund used by the Division of Motor Vehicles for promoting and administering the plate program.

Deposits the remaining $35 from the initial fee with the State Treasurer for transfer to Autism Delaware, Inc. to be placed in the Autism Awareness and Acceptance Fund.

Authorizes Autism Delaware, Inc. to determine the plate's colors and design, which may replace "The First State" wording with "Autism Awareness" or "Autism Acceptance"; the Division of Motor Vehicles may refuse designs creating public safety concerns.
