Standardizes the definition of "sexual orientation" across Delaware Code to mean exclusively heterosexuality, homosexuality, or bisexuality.

Expands the definition of "gender identity" to include language that gender identity may be demonstrated through consistent assertion or evidence that it is sincerely held as part of a person's core identity, and cannot be asserted for improper purposes.

Broadens the definition of "disability" and "person with a disability" to align with federal law by including three-part test: has a physical or mental impairment that substantially limits major life activities, has a record of such impairment, or is regarded as having such an impairment.

Adds detailed definitions of "major life activities," "transitory impairment," and "is regarded as having an impairment" to Title 6 employment discrimination and Title 19 housing discrimination laws.

Updates Title 11 hate crimes statute to reference consistent definitions of sexual orientation and gender identity, and revises Title 18 insurance discrimination provisions and Title 25 public accommodations provisions to use uniform terminology.
