Grants the City Manager authority to supervise all City employees and delegate supervisory authority at the City Manager's discretion, rather than requiring direct Commissioner oversight.

Transfers authority over Beach Patrol composition and member qualification standards from the Commissioners to the City Manager, who may designate another employee to oversee the Beach Patrol.

Updates Beach Patrol certification requirements to accept lifeguard certification from the American Red Cross or United States Lifesaving Association in addition to passing an equivalent test.

Removes language that automatically vested Beach Patrol members with all Police Force authority and clarifies that such authority is limited to emergency situations when called upon by the Police Chief.

Refines Beach Patrol duties to focus on preserving human life along the beachfront and suppressing dangerous or unseemly conduct, with additional duties prescribed by the City Manager rather than the Commissioners.
