Expands the definition of "prescription drug order" to explicitly include electronic orders, in addition to written and verbal orders, for controlled substances

Removes the requirement that adults purchasing hypodermic syringes or needles without a prescription must be self-administering medications or administering to a minor child in their care

Eliminates the class G felony penalty for delivering, disposing of, or giving away hypodermic syringes or needles outside of prescribed methods

Expands who may provide syringes or hypodermic needles to patients by including "licensed allied health professionals" in addition to those licensed under the Delaware Board of Nursing

Makes technical corrections to language and re-designates subsections following the removal of the felony penalty provision
