Establishes a Juvenile Re-Entry Services Fund to be administered by the Department for providing services to minors released from secure facilities after adjudication of delinquency or criminal conviction.

Defines "re-entry services" as programs aimed at reducing future criminal offenses, including services continuing up to 1 year after release even if the juvenile reaches age 18.

Awards funds to public or private organizations on a competitive basis, with up to 5 percent of appropriated funds retained by the Department for administration and monitoring.

Appropriates $500,000 for Fiscal Year 2022 specifically for cognitive behavioral therapy services and vocational training services for released juveniles.

Requires the Department to submit annual reports to the Governor and General Assembly by December 1 detailing expenditures, monitoring results, and funding priorities for the following year.
