Authorizes natural organic reduction (human composting) as a legal disposition method for human remains in Delaware, alongside burial and cremation.

Establishes regulatory framework requiring natural organic reduction facilities to obtain approval from the Department of Natural Resources and Environmental Control and be subject to inspection by state agencies.

Adds definitions of "natural organic reduction" (contained, accelerated conversion of human remains to soil) and "natural organic reduction facility" to Title 16 and related statutes.

Updates funeral services regulations in Title 24 to include natural organic reduction among services that funeral directors and establishments may provide.

Effective upon the earlier of one year from enactment or when the Departments of Health and Social Services and Natural Resources and Environmental Control publish notice in the Register of Regulations that final implementing regulations have been adopted.
