Extends the age exemption for odometer disclosure requirements from 10 years old to 20 years old, phased in based on model year.

Model year 2010 and earlier vehicles are exempt from odometer disclosure if transferred at least 10 years after January 1 of their model year.

Model year 2011 and newer vehicles are exempt from odometer disclosure if transferred at least 20 years after January 1 of their model year.

Maintains existing exemptions for vehicles with gross vehicle weight rating over 16,000 pounds, non-self-propelled vehicles, and vehicles sold directly by manufacturers to U.S. government agencies.

Effective retroactively to January 1, 2021, to align Delaware law with the National Highway Traffic Safety Administration's final odometer disclosure rule.
