Permits City of Lewes to use the State's Voter Registration System as an alternative to maintaining its own Books of Registered Voters for municipal elections.

Allows City Council to reschedule municipal elections due to a State of Emergency declared by the Governor, while maintaining the second Saturday in May as the standard election date.

Clarifies that if no candidates file for an office, the incumbent is re-elected if they agree to serve; if they decline, the vacancy is filled according to Charter Section 12.

Establishes that persons appointed to fill vacancies in Mayor or Councilperson offices shall be deemed "elected" for Charter purposes and hold office until a Special Election is held (when remainder of term exceeds two years).

Authorizes City Council to restrict fishing on the Delaware Bay shore northwest of the Ferry terminal and within 300 feet of the mean higher high water line therefrom when public health and welfare require such restrictions.
