Extends the validity period for Delaware identification cards from 4 years to 8 years, aligning with the current 8-year validity period for driver's licenses

Increases the identification card issuance fee from $20 to $40 to correspond with the extended validity period

Permanent resident foreign nationals may receive the full 8-year identification card

Temporary foreign nationals remain limited to identification cards valid only for the duration of their authorized stay in the United States

Requires a three-fifths majority vote in both houses of the General Assembly for passage
