Permits military-connected students whose parents are relocating under military orders to Delaware to be deemed residents for school enrollment purposes without requiring proof of residency at time of registration.

Allows preliminary remote registration of military-connected students without requiring physical appearance at the school district or charter school location and without charge.

Accepts multiple forms of address documentation for remote registration, including military orders, temporary on-base billeting, purchased or leased homes, or federal government off-base military housing.

Requires proof of residency to be provided within ten days of student attendance, or prior to the close of unit count if attendance occurs during the unit count window.

Modifies the definition of "district of residence" to include the anticipated district of residence for military-connected students in addition to the current residence.
