Eliminates merged instruction and apprenticeship programs for cosmetologists and barbers, replacing them with a system allowing transfer of up to 1,800 apprentice hours (at a 2:1 ratio) toward cosmetology or barbering programs requiring minimum 600 hours of school coursework.

Adds lash extension services to the scope of practice for aestheticians and cosmetologists, and authorizes cosmetologists and cosmetology instructors to obtain shaving certifications upon completion of 35 hours of shaving instruction from a licensed barbering instructor.

Authorizes master barbers to obtain skin and nails certification through either 250 hours of instruction at a licensed cosmetology school or 500 hours of apprenticeship.

Increases Board of Cosmetology and Barbering membership from 11 to 13 members and adds shop operators and school administrators as required Board member categories.

Clarifies that the 40-hour weekly training limit for students excludes make-up hours for missed coursework.
