• Changes residency requirement from "prior to July 1, 2006" to a minimum of 5 years of ownership or residence in the manufactured home community.

• Creates new "limited lot rental assistance" category for homeowners with income between 40% and 55% of median household income experiencing rent increases, capping increases at 25-40% depending on income level.

• Redefines "homeowner's income" to include liquid assets of all homeowners, occupants, and tenants with a $50,000 liquid asset limit for eligibility.

• Exempts manufactured home communities with 25 or fewer lots from mandatory participation but allows voluntary program offerings.
