HB 18 Summary

• Eliminates the minimum 1 square mile size requirement for Complete Community Enterprise Districts while maintaining the maximum 9 square miles limit.

• Requires districts to contain multiple parcels with at least one parcel located within ½ mile of an existing or planned bus or rail stop/station, and mandates inclusion of adjacent neighborhoods within ½ mile of transit access.

• Prohibits districts from being shaped as linear corridors and requires each parcel be zoned to maximize transit, walking, and bicycling use by residents and employees.

• Requires master development plans for districts to include enhanced mass transit routes and maximize the use of walking and bicycling as alternatives to cars.

• Removes the "isoperimetric quotient" metric (measuring district compactness) and replaces it with specific zoning and transit-oriented development standards.
