Reduces the time frame for obtaining newborn blood specimens from 72 hours to 24 to 48 hours after birth for screening of metabolic, hematologic, endocrinologic, immunologic, and certain structural disorders.

Requires blood specimens to be destroyed after screening and testing is complete, including confirmation of any diagnosis.

Specifies that the Division of Public Health provide screening results to the physician on record.

Requires all fees collected from newborn screening to be retained by the Newborn Screening Program and used to defray operating expenses and fund maternal and child health programming.

Makes technical corrections to existing newborn screening law, including clarifications on parental consent options and confidentiality protections for screening data.
