Requires election officers to establish voter identity by requesting date of birth and requiring valid photo identification (such as Delaware driver's license, U.S. passport, military ID, school/employer ID, or polling place card issued by the Department of Elections).

Allows voters without acceptable identification to cast a provisional ballot after signing an affidavit of affirmation containing their name, date of birth, address, and last four digits of Social Security number.

Modifies provisional ballot processing to allow election officials to validate ballots by examining the affidavit of affirmation and matching data against state voter records, rather than automatically setting aside ballots from voters without identification.

Increases minimum provisional ballot supplies for each polling place from 10/20/30 ballots to 30/60/90 ballots depending on the number of voting machines assigned.

Permits parents, guardians, or caregivers to be accompanied by children age 17 or younger in the voting area and voting machine.
