Create a new chapter (30B) in Title 14 of Delaware Code establishing the "Parents Right to Know Act" for child care facility transparency.

Require licensed child care facilities serving children ages birth through 12 years to provide written notice to prospective parents about their right to inspect facility records and complaint files.

Mandate facilities obtain signed statements from parents confirming receipt of the disclosure notice and maintain these statements on file for at least 3 months after child enrollment ends.

Allow public inspection of child care facility records within 10 business days of written request to the Office of Child Care Licensing and require the state to maintain online access to facility lists, licenses, and enforcement actions.

Impose fines of up to $100 per violation (maximum $1,000 per calendar year) on facilities that fail to provide required notices or obtain signed statements, with jurisdiction in Justice of the Peace Courts.
