Establishes the "Clean Water for Delaware Act" creating a Delaware Clean Water Trust account to coordinate funding for drinking water, wastewater, drainage, stormwater, and other eligible clean water projects from state appropriations and loan repayments.

Creates a Clean Water Trust Oversight Committee with 7 members including the Secretaries of Natural Resources, Health and Social Services, Finance, Agriculture, and Transportation, plus leadership from the Joint Capital Improvement Committee to serve in an advisory capacity to the Governor and General Assembly.

Requires the Committee to publish an annual "Mulrooney Report" accounting for all Clean Water Trust and water quality program funding, and an annually updated strategic plan with multi-year goals, prioritized projects, funding recommendations for low-income communities, and implementation work plans.

Expands the Water Infrastructure Advisory Council from 13 to 16 members with added representation for agricultural water use, environmental justice organizations, water utilities, conservation districts, and the Farm Bureau, with 3 non-voting advisory members.

Requires the Water Infrastructure Advisory Council to submit annual recommendations to the Clean Water Trust Oversight Committee by September 15 addressing infrastructure priorities and elements required for the Strategic Plan for Clean Water.
