Requires child care licensees to ensure all enrolled children ages birth to 5 years (not yet in kindergarten) undergo developmental and social emotional screening using the Department of Education's approved screening system, effective July 1, 2023.

Parents or guardians must complete screening at enrollment and at least annually; if parents fail to conduct yearly screening, the child care provider must conduct it.

Screening results for children birth to 35 months are processed by the IDEA Part C Lead Agency, while results for children ages 3-5 are processed in partnership with the Local Education Agency having jurisdiction over the child care facility's location.

Developmental screenings must be reviewed and processed within 2 weeks of receipt, and licensees seeking renewal must provide files showing each enrolled child received screening within the preceding 12 months with warranted referrals made.

Permits operators of child care facilities at YMCAs to be appointed to the Provider Advisory Board and updates terminology from "day care" to "child care" throughout the statute.
