Establishes detailed scope of practice standards for hearing aid dispensers, including permissible activities (otoscopic observation, non-diagnostic hearing testing, ear impressions, hearing aid adjustments, instruction and counseling) and prohibited activities (cerumen management, tinnitus treatment, medical diagnosis).

Requires hearing aid dispensers to advise prospective users to consult a physician if nine specific conditions are detected, including visible ear deformity, active drainage, sudden hearing loss, dizziness, unilateral hearing loss, audiometric air-bone gap, cerumen accumulation, tinnitus as primary symptom, or ear pain.

Clarifies that ASHA certification is required for speech/language pathologists but not audiologists; exempts audiologists licensed in Delaware prior to July 10, 2009 from the doctoral degree requirement if they maintain continuous licensure.

Authorizes the Board to establish by rule and regulation standards for electronic hearing aid testing equipment calibration and standards for the sale of hearing aids.

Increases maximum monetary penalty for violations from $500 to $1,000 per violation and requires licensees to notify the Division of address changes within 30 days.
