Prohibits state agencies, political subdivisions, school districts, charter schools, and entities receiving $10,000,000 or more annually from the state from requiring COVID-19 vaccination or proof of vaccination to access public services or exercise lawful rights.

Declares that voluntary COVID-19 vaccination should be encouraged but not mandated, and no service or benefit should be denied to individuals who choose not to be vaccinated.

Recognizes freedom of religion and healthcare privacy as fundamental rights while acknowledging vaccines are 95% or more effective in preventing COVID-19 infection and transmission.

Does not apply if compliance would violate federal regulation or federal law.

Sunsets 1 year after enactment.
