Requires original equipment manufacturers to make parts, documentation, tools, and embedded software updates available to independent repair providers and equipment owners on fair and reasonable terms.

Defines fair and reasonable terms as costs and conditions equivalent to the most favorable terms offered to authorized repair providers, with documentation available at no charge except for reasonable printing and shipping costs.

Mandates manufacturers provide special documentation, tools, and parts needed to reset electronic security locks when disabled during diagnosis, maintenance, or repair of equipment.

Establishes violations as unlawful practices enforceable by the Attorney General under Delaware's consumer protection laws, while preserving manufacturers' ability to protect trade secrets.

Excludes motor vehicle manufacturers, motor vehicle equipment manufacturers, and motor vehicle dealers from the law's requirements and applies to equipment sold or in use on or after January 1, 2022.
