Proposes adding Section 22 to Article I of the Delaware Constitution establishing an inherent, inalienable right to a clean and healthy environment including water, air, soil, flora, fauna, ecosystems, and climate.

Declares Delaware's natural resources are common property of all people, including present and future generations, and prohibits the State from infringing on environmental rights by action or inaction.

Establishes that the State, including all branches, agencies, and political subdivisions, shall serve as trustee to conserve, protect, and maintain the State's natural resources for all people.

Makes the constitutional provision self-executing and places it on equal footing with other protected inalienable rights in the Delaware Constitution.

Requires two-thirds approval from both houses of the General Assembly to enact this constitutional amendment.
