Establishes formal procedures for Kent County to appoint a County Administrator by majority vote for terms not exceeding 4 years, with appointment based solely on executive and administrative qualifications.

Requires the County Administrator to be a Kent County resident at the time of hire and remain a resident throughout their tenure.

Grants the County Administrator authority to appoint, suspend, and remove county employees and administrative officers (except the Director of Finance) and to direct all county departments and agencies.

Specifies removal procedures requiring a preliminary resolution, opportunity for the Administrator to request a public hearing within 10 days, and final removal by majority vote at least 10 days after notice.

Transfers hiring authority for the County Engineer and support staff from the County Levy Court to the County Administrator, and repeals duplicate and superseded provisions regarding county employment.
