Possessory liens held by the Department of Safety and Homeland Security or tow operators against abandoned or removed motor vehicles do not extend to personal property inside the vehicle that is not attached to or necessary for vehicle operation.

Personal property located in a motor vehicle subject to a possessory lien shall be returned to the owner if claimed prior to the sale of the vehicle.

Personal property inside an abandoned motor vehicle is excluded from the definition of "abandoned personal property" if the owner files an answer to a petition under Title 25, § 4003.

Applies the clarifications to liens created under Title 21 (vehicle removal and abandoned vehicles) and Title 25 (general lien procedures).
