Standardizes the definition of "disability" across Delaware Code to include physical or mental impairments that substantially limit major life activities, having a record of such impairment, or being regarded as having such impairment, while excluding current illegal drug use.

Clarifies "sexual orientation" to include heterosexuality, homosexuality, and bisexuality across multiple code sections (Titles 6, 11, 18, 19, and 25).

Defines "gender identity" consistently as a gender-related identity, appearance, expression or behavior regardless of assigned sex at birth, with protections against improper assertion claims.

Expands "major life activities" to explicitly include caring for oneself, eating, sleeping, standing, lifting, bending, reading, concentrating, thinking, communicating, and operation of major bodily functions including immune, digestive, neurological, respiratory, circulatory, endocrine, and reproductive functions.

Adds new definitions for "person with a disability," "is regarded as having an impairment," "has a record of such impairment," and "transitory impairment" (6 months or less duration) to align Delaware law with federal standards.
