Expands immunity from civil damages and criminal penalties for persons, gleaners, and businesses who donate food in good faith to nonprofit organizations or state agencies for free distribution, unless injury or death results from gross negligence, recklessness, or intentional misconduct

Provides liability protection for individuals who process donated wild game (legally taken game animals, birds, fish, and shellfish) for nonprofit distribution

Grants nonprofit organizations immunity when accepting and distributing donated food without charge, with the same exception for gross negligence, recklessness, or intentional misconduct

Defines key terms including "food" (raw, cooked, processed edibles including wild game), "gleaner" (someone who gathers leftover agricultural crops), and "perishable food" (meats, dairy, bakery products, eggs, fresh produce)

Directs the Division of Public Health to review and report within 1 year on regulations that limit donated or gleaned food, with the goal of eliminating unnecessary restrictions while protecting public health
