Establishes the Delaware Combined Campaign for Justice Fund as a charitable option on Delaware personal income tax returns, replacing the Delaware Children's Trust Fund.

Allows taxpayers with overpayments to designate $1.00 or more of their refund to be paid to the Delaware Combined Campaign for Justice Fund.

Permits taxpayers with income tax liability to voluntarily donate $1.00 or more to the Fund in addition to their tax obligation.

Requires the Division of Revenue to provide a space on income tax return forms for individuals to designate contributions to the Fund.

Mandates the Delaware Combined Campaign for Justice submit detailed reports on revenues, expenditures, and program measures to the Delaware State Clearinghouse Committee on a regular schedule.
