Increases the limit on retail alcoholic liquor licenses that an individual or entity may hold or have an interest in from 2 to 3 licenses.

Applies the new limit to license holders, directors, officers, shareholders, partners, and affiliated legal entities with any direct or indirect financial or management interest in the licenses.

Grandfathers individuals or entities who acquired interests in more than 2 retail licenses prior to April 1, 1992, allowing them to retain and renew those licenses without surrender requirements.

Requires the Commissioner of Alcoholic Beverages to refuse new license applications if the applicant would exceed the 3-license limit when combined with existing holdings.
