Establishes annual state aircraft fees due March 1 each year for aircraft registered in Delaware with the Federal Aviation Administration.

Sets fee amounts by aircraft type: $25 for single engine, $50 for multi-engine/turboprop and helicopters, $100 for jet aircraft, and $10 for ultralights.

Exempts aircraft based at Delaware airports, hot air balloons, public aircraft, unmanned aircraft systems, and unpowered gliders from fee requirements.

Requires the Department to deposit all collected fees into the Transportation Trust Fund to support state aviation responsibilities.

Mandates the Department file an annual report with the Controller General by September 1 detailing revenue collected and aviation-related expenditures; effective January 1 following enactment.
