Amends Delaware's Police Officers' and Firefighters' Employment Relations Act to expand coverage to certain law enforcement officers currently excluded from the bargaining rights.

Defines "police officer" to include probation and parole officers from the Department of Correction while explicitly excluding correctional officers, certain correctional supervisors, and nonuniformed correctional employees with inmate contact.

Excludes director and executive-level positions whose involvement in collective bargaining would unduly burden the employer's negotiating capacity, but only for bargaining units not already organized as of the Act's effective date.

Applies only to collective bargaining agreements entered into after enactment; existing agreements remain in effect until their stated expiration dates.

Does not affect rights of public employers, police officers, or firefighters already covered by the Act or any bargaining units certified prior to the effective date.
