Repeals the ability of charter schools to give admissions preference to students residing within a 5-mile radius of the school.

Retains existing preferences for students residing within the regular school district where the school is located, students interested in the school's teaching methods or philosophy, at-risk students, and children of permanent charter school employees (working at least 30 hours per week).

Requires charter schools to describe their admissions preferences in their charter document.

Makes technical corrections to conform the law to Delaware Legislative Drafting Manual standards.
