Prohibits dealers with suspended, revoked, or renewal-refused licenses from working at Delaware dealerships as managers, salespersons, authorized signers, or in any position involving customer interaction, financial transactions, or Division paperwork submission.

Establishes prohibition periods based on action type: 5 years for revocation, duration of suspension for suspensions, and 12 months for renewal refusal (or if dealer declines to request a hearing).

Requires suspended/revoked dealers to return all Division documentation and license plates within 10 days; extends prohibition period by 1 day for each day past the deadline, and indefinitely if not returned within 6 months.

Extends prohibition period by 6 months for each month a dealer is found employed in violation of these restrictions, with notice and hearing rights provided to the dealer.

Applies restrictions to individual licensees, all partners in partnerships, and individuals who signed corporation applications on behalf of the dealership.
