Establishes the Korey Thompson Student Emergency Housing Assistance Fund to provide housing assistance to undergraduate students at Delaware colleges and universities experiencing homelessness or housing insecurity.

Appropriates $90,000 to the Fund for Fiscal Year 2022, with unallocated funds reverting to the General Fund at the end of the fiscal year.

Designates the Delaware State Housing Authority (DSHA) to oversee and administer the Fund, including developing eligibility criteria, application processes, assistance limitations, and distribution methods.

Requires DSHA to submit annual reports by December 1 to the Governor and General Assembly detailing expenditures, number of individuals served, and their respective institutions, without including personal identifying information.

Authorizes DSHA to accept and administer federal funds from the American Rescue Plan or other COVID relief grants designated for this housing assistance purpose.
