Establishes new fee schedule for air quality natural minor permits issued by the Delaware Department of Natural Resources and Environmental Control, with application fees ranging from $250 to $9,000 depending on permit type and annual fees ranging from $85 to $300.

Implements phased approach to make the natural minor permitting program self-sustaining, with initial fees covering 50% of program costs, reassessment by July 1, 2024 to reach 75% cost coverage, and July 1, 2027 to reach 100% cost coverage.

Requires program cost reassessments every three years after 2027 to adjust fees ensuring permit fees fully sustain program operations and compliance activities.

Allows the Department to revoke permits for nonpayment of annual fees after 60 days written notice and three months past the due date, though sources remain obligated to pay delinquent fees.

Exempts sources subject to Title V or synthetic minor permit fees (Subchapter VIII) from natural minor permit fees, provided they are not delinquent on other obligations.
