Require health carriers to use a common summary of payment form developed by the Delaware Department of Insurance for sensitive health care services including reproductive services, contraception, mental health, substance use disorder treatment, gender transition services, and domestic violence services.

Prohibit health carriers from specifying or describing sensitive health care services in the payment form to protect patient privacy.

Allow insured members receiving sensitive health care services to choose their preferred method of receiving payment forms (paper mail, electronic access, or alternate address) and permit alternative delivery methods when disclosure could endanger the member.

Permit insured members to request suppression of payment forms for services with no payment liability and require health carriers to comply with delivery method requests within 3 business days.

Require the Department of Insurance to issue guidance within 3 months and develop an education plan within 6 months to train health care providers, insurers, and administrative staff on member rights and carrier responsibilities under the law.
