Extends the timeline for special elections in Newark from 30-60 days after a vacancy to 60-90 days after a vacancy occurs.

Sets the filing deadline for special election candidates at 29 days prior to the election (for nomination petitions).

Maintains existing requirement that candidates submit nomination petitions signed by the candidate plus 10 qualified voters (at-large for mayor, district residents for council members).

Responds to implementation challenges from recent special elections where the previous 30-60 day window proved insufficient for council meetings, newspaper notices, and candidate filing.
