Amends Section 4.2.1 of the Town of Townsend Charter to establish one monthly Town Council meeting on the first Wednesday of each month.

Removes the fixed meeting time of 7:30 p.m., allowing the town flexibility to reschedule meetings as needed throughout the year.

Permits emergency meetings to be held when necessary for immediate preservation of public health and safety.

Allows special Town Council meetings to be held when necessary, with all meeting notices required to comply with Title 29, Chapter 100 of the Delaware Code.

If the first Wednesday falls on a legal holiday, the meeting shall be cancelled and rescheduled to the second Wednesday of the month.
