Increases the mandatory property damage threshold for reporting vehicle collisions to police from $500 to $2,000 on public highways.

Increases the minimum property damage amount requiring police agencies to investigate and complete the State of Delaware Uniform Traffic Collision Report from $1,000 to $2,000.

Maintains existing reporting requirements for collisions involving injury, death, or impaired drivers regardless of property damage amount.

Eliminates the annual $100 increase adjustment mechanism that was established in 1997 and previously capped at $1,500.
