Establishes a Deputy Controller General position who serves as Acting Controller General if the Controller General dies, resigns, is removed, or becomes temporarily incapacitated.

Codifies the Controller General's responsibility to work with the General Assembly's Joint Finance Committee and Joint Committee on Capital Improvement, including staffing support for these committees.

Authorizes the Controller General to prepare fiscal projections under Chapter 19 and fee impact statements under § 913 of Title 29.

Clarifies that the Controller General may perform management and program reviews to determine operational efficiency, effectiveness, compliance with Delaware law, and legislative intent.

Specifies compensation for the Controller General, Deputy Controller General, and support staff as determined by the Council, subject to annual appropriation act limitations.
