Allocates $100,000 annually from the Fund to Combat Violent Crimes to the Human Trafficking Interagency Coordinating Council for initiatives described in § 787(k)(2) of Title 11

Increases the maximum amount that may be deposited into the Fund to Combat Violent Crimes from $4,250,000 to $4,350,000 per fiscal year to accommodate the new allocation

Requires the Human Trafficking Interagency Coordinating Council to report at each full council meeting on how funds received from the Fund were spent since the previous meeting

Mandates the Council include in its annual report documentation of how it spent Fund disbursements for the previous fiscal year, with copies sent to the General Assembly, Joint Finance Committee, and Secretary of Health and Social Services

The distribution to the Human Trafficking Interagency Coordinating Council occurs before the remaining Fund money is divided equally between the Department of Safety and Homeland Security and local law-enforcement agencies
