Modifies the Delaware Performance Appraisal System II (DPAS II) to allow evidence collected during observation and feedback cycles to be used for summative ratings and improvement plans for the 2021-2022 and 2022-2023 school years.

Extends the pilot program for the Delaware Teacher Growth and Support System through the 2022-2023 school year, with statewide implementation beginning in the 2023-2024 academic year.

Establishes that the Delaware Teacher Growth and Support System will include professional learning goals and student improvement goals, with grades 3-8 and high school state assessments prohibited as evaluation measures.

Adds a new category of teachers (those beginning after 2020-2021 school year) who qualify for termination hearing protections after 3 years of service and 2 satisfactory summative ratings within a 3-year period.

Provides Covid-19 pandemic relief by granting teachers who began in 2017-2018 and 2018-2019 school years full termination hearing protections after 3 years of service, regardless of assessment score requirements.
